The primary purpose of this position is to serve as the Administrative Officer, 11th Field Investigations Squadron (11 FIS) with three Detachments and OLs with comprehensive responsibility for personnel, comptroller, logistics, communications, computers, information services functions, evidence, and investigations assistance.
Duties
- Plans, organizes and executes mission support activities and management services. The position provides administrative support and management services such as development of goals and objectives that integrate the organization to the mission support objectives.
- Serves as the AFOSI 11th Field Investigations Squadron Financial Resource Advisor.
- Performs systems, local area network (LAN), and computer system administrative duties.
- Serves as the primary Evidence Custodian for AFOSI 11th Field Investigations Squadron.
- Serves as an Investigative Assistant for 11 FIS and Detachments. The position is also responsible for assisting squadron and detachment special agents with requests for criminal, fraud, and counterintelligence investigations.

- Evidence Custodian work often requires the incumbent to handle evidence involving bodily fluids and sometimes hazardous materials.
- Incumbent must be willing to travel on military or commercial aircraft for temporary duty or training assignments.
- Emotional stability, tact, and maturity are necessary to cope with unusual and stressful situations; employee must work under pressure.

- The legal requirements for managing Advance of Funds (emergency funds) are stringent and subject to severe legal sanction if not handled properly. May be required to undergo a polygraph examination.
- Position is designated by the Air Force as a Testing Designated position (TDP) under the Air Force civilian drug- testing program. As a mandatory requirement for employment in this TDP.
- (Continued) the incumbent is to (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the concepts, principles, practices, laws, regulations, and policies of mission support multidiscipline of the investigative services required to protect Air Force and DoD personnel and assets worldwide. Knowledge and skill in identifying the means for, and the problems involved in, obtaining the financial and human resources needed to complete the mission. Knowledge of Air force command structures, missions, and organizational relationships, plus a thorough understanding of interrelationships between MAJCOM's, Services, DoD agencies, and combatant commands.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and understanding of Air Force, DoD, AFOSI, and federal financial, personnel, logistics, communications, computers, and information management processes. Ability to develop resource management policy and provide an authoritative source of advice and assistance for region and field commanders in the practice of sound resource management practices.
2. Knowledge of personal computer capabilities and limitations, peripheral equipment, software configuration, and DoD and Air Force automated data processing and networking standards, policies and techniques to provide a substantial range of technical support and assistance to users of networks and personal computers in the unit.
3. Knowledge of extensive body of rules, procedures, policies, and processes covering the review, validation, and submission of a wide range of funds management and financial transaction under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents and reports.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to analyze personnel records to extract pertinent information and to determine other leads necessary to obtain information.
5. Knowledge of handling evidence for criminal investigations to include documentation and chain of custody, and knowledge of concepts and fundamental principles that describe and guide proper employment of investigative services required to protect Air Force and DoD assets worldwide.
6. Ability to communicate effectively both orally and in writing, train users, and provide assurance to customers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
