This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Analyst position is assigned to the Missles & Space Tactical Aviation and Ground Munitions Business Management Directorate Financial Management Division, located at Redstone Arsenal, Alabama.
Duties
Ensure the successful implementation and use of the various financial systems used within the Program Executive Office (PEO), Missiles and Space Project Office.
Performs as a program analyst who oversees all operations of current systems and oversight of new and emerging financial and related (e.g., logistics/personnel) systems of the PEO.
Implements daily use of and end of year closeout of data in all financial systems with the PEO. Provides expert systems (financial, logistical, personnel, etc.) direction, policy, program, operational, and logistical support to the members of PEO.
Leads higher headquarters/external customers concerning the deployment, training, management, administration, programs and policies dealing with such systems as the General Fund Business Enterprise System (GFEBS), and Foreign Military Sales (FMS).
Maintains frequent contact with HQDA, PEO, ACC, subordinate commands, and industry subject matter experts for the various financial, logistics, personnel, etc. systems used in the execution of programs.
Develop and direct implementation of methods to overcome potential and existing program inadequacies and deficiencies.
Coordinates, integrates, and maintains economic surveillance over internal and external actions associated with assigned programs and systems used.
Reviews and analyzes program progress and fund utilization reports from Government agencies and industry and identifies area where the programs are not meeting program objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One-year probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level II (Practitioner) in the Acquisition Career Field (Business Financial Management and Cost Estimating) within 60 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
