The primary purpose of this position, ENGINEERING TECHNICIAN, GS-0802-7/9/11 is to perform nonprofessional technical work in functions such as research, development, design, evaluation, construction, inspection, production, application, standardization, test, or operation of engineering facilities, structures, systems, processes, equipment, devices or materials.

Duties

Independently carries out engineering projects requiring the investigation and solution of complex problems. Coordinates with various activities to determine project scope, conduct research into engineering and technical references. Independently plans, designs, and conducts comprehensive tests and analysis of various complex systems and/or materials. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. Complies with health, safety, and environmental rules. Works to achieve and support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the Engineering Technical Series, 0802. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (GS-07 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Examples of specialized experience includes: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. OR EDUCATION: Applicant must have one full year of graduate education, if related. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes: a trade or craft when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes; and Instrument maker or model maker who performed design or development work on devices fabricated. OR EDUCATION: Applicant must have successfully completed two full years of graduate education or a master's degree, if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate education, if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes: applying methods and techniques of engineering or architecture; and researching, developing, designing, evaluating, constructing, inspecting, producing, applicating, standardizing, testing, or operating of engineering facilities, structures, systems, processes, equipment, devices, or materials. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable TIG requirements to be considered eligible. One year at the GS-05 level is required to meet the TIG requirements for the GS-07 level. One year at the GS-07 level for the GS-09 level. One year at the GS-09 level for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of engineering technician practices, methods, processes, operations, and techniques. Knowledge of current Computer Aided Design (CAD) technology and practices essential for the accomplishment of engineering technician work. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assignments. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. General working knowledge of financial control, budget systems and management, and standard contracting regulations, practices, and procedures. Knowledge of the installation/command mission and organization. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources. Ability to recognize, analyze, conduct research, interpret, summarize, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. Ability to plan, organize, coordinate, and execute multi-facet projects and/or studies with engineering disciplines within financial and time constraints. Ability to communicate effectively both orally and in writing, negotiate, advise others, maintain good working relations, and meet and deal with customers using a high degree of tact and diplomacy. Ability to originate new ideas, projects, studies, and methodologies. Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
