The Program Analyst position supports health system decision-making and management functions as a member of the Clinical Operations section in the Office of the Chief of Staff, VA Ann Arbor Healthcare System . The Clinical Operations section supports executive and clinical information needs and designs projects or studies in response to complex questions. The Program Analyst works under the broad supervision of a Health System Specialist,
organizationally known as the Group Practice Manager.

Data Analytics: 50%
Program Oversight:
A. Analysis of activities: Collects, analyzes and presents data related on all performance indicators. Conducts studies and analyses as assigned by the Chief of Staff or Health System Specialists. These studies are often lengthy and complex, requiring critical and analytical judgment, and may result in changes to improve the effectiveness and efficiency of the organization.
Independently researches and obtains data from external sources for benchmarking and performance improvement activities, including salary and productivity measures.
Utilizes software packages such as Excel, Word, Access, PowerPoint, and Pyramid Analytics at an advanced level to manipulate and display data.
B. Subject Matter Expert: Serves as a resource to staff within the entire health system regarding data, workload, processes, technical questions concerning eligibility, etc. Handles inquiries from Congressional Offices, researches issues and prepares responses for the signature of the Medical
Center Director.
Evaluates achievement of objectives and performance measures based on planned targets and actual performance, assessing status and developing improvement plans.
C. Assists the Chief to formulate, direct, and develop policies and Automated Data Processing management. Evaluates circumstances and develops, refines or revises operational procedures. Responsible for providing management advisory services on aspects of improving care for patients care administration programs at the VAMC. This involves accumulating cost efficiency and statistical data; conducting management studies and projects to collect data on patients demand, trends, and clinic utilization.
Contributes to the design and implementation of innovative approaches to health services delivery and organization based on findings.
Participates in medical center-wide performance improvement activities, including committee and performance improvement team membership. Provides staff support to committees and teams as assigned.
Serves as a data resource for other areas of the healthcare system. Compiles final reports of evaluation efforts and notes discrepancies and the planned initiatives for effective remedial actions. Implements changes when possible, initiates work orders, training, and other actions necessary to improve customer relations. Analyzes retrospective and concurrent service or interdisciplinary concurrent reviews, relating findings to pre-established criteria in order to identify deviations.

Plays a critical support role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency, accrediting and regulatory requirements. Insures the updating of all policies and procedures on an annual or as needed basis.
Communicates effectively with a broad customer base in order to translate customer-defined general requirements into project specifications. Works closely with customers to refine requirements and adjusts project plan to incorporate evolutionary thinking.
Participates at the national and regional level to prepare all facilities for transition to new programs. Develops methodology for training staff and verifying competencies.
Performs a variety of duties in support of the Medical Center mission. Establishes and maintains communication with personnel at all levels throughout the Medical Center, CBOCs, and annex clinics including Executive Leadership, Service Chiefs, as well as VISN and National staff, staff from other VA Medical Centers, Veterans, representatives from other governmental agencies, and the public. These duties include analysis of data and workload, preparation of reports, technical writing and correspondence, and research.
Manages ongoing production and distribution of reports.
Performs other related duties as assigned.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Conducting detailed analyses of complex functions and work processes; Adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
