The primary purpose of this position is to oversee the urinalysis drug testing of military and civilian personnel in addition to coordinating and delivering prevention training and outreach activities.

Duties

Serves as an installation Drug Testing Program Technician for the DoD military, and civilian drug testing programs. Performs duties associated with the administrative management of the drug-testing program. Performs education and training duties associated with drug use/abuse prevention. Performs administrative duties such as filing, records maintenance, data entry, and updates. Administers the installation drug testing program activities to include using the Air Force Drug Testing Program (AFDTP) software for the selection of personnel for drug testing, and notifying unit points of contact, or trusted agents of personnel selected for drug testing each day, ensuring comprehensive and concise documentation of electronic records.

  • Knowledge of drug testing software programs is highly desirable.
  • Incumbent must maintain strict confidentiality about aspects of the program due to the impact of testing results.
  • The incumbent may not have a record of conviction by courts-martial, civilian criminal court, non-judicial punishment under Article 15, UCMJ, or a Letter of Reprimand (cont'd below)
  • (Cont'd from above) or similar administrative action (Letter of Admonishment, Letter of Counseling) for misconduct involving dishonesty, fraud, or drug abuse (including use, possession or distribution).
  • Incumbent must have no pending civilian criminal action or pending administrative action (Separation, Letter of Reprimand/Counseling/Admonishment for dishonesty, fraud or other integrity offenses).
  • This position may have encounters with childcare/youth when providing drug education training sessions. Position subject to background checks in accordance with Public Law (PL) 101-647.
  • The incumbent must possess and maintain a valid driver's license in support of driving an automobile in an official capacity as required for the position.
  • The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade, GS-06, or equivalent in other pay systems. Examples of specialized experience include experience applying an extensive body of policies and procedures governing a drug testing program; and administering urinalysis drug testing and drug abuse prevention programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet time-in-grade requirements for the GS-07. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Drug Testing Programs sufficient to gather data, compile reports, and make recommendations based upon analysis of factual information. 2. Knowledge of the conventional principles of the urinalysis chain of custody, medical terminology, testing concepts, and established procedures as related to drug testing specimen collect, packaging, inspecting, testing, and shipping. 3. Knowledge of DoD Directives, Air Force Instructions, MAJCOM, and local policies governing military and civilian drug testing procedures. 4. Ability to communicate clearly and effectively, both orally and in writing in order to present briefings and prepare status reports. 5. Ability to safe guard confidential drug testing information. 6. Ability to operate a program to include projecting and ordering equipment and supplies, forecasting and executing a budget, and maintaining administrative documentation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
