You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Special Programs Branch of the Security Division of the Corporate Operations Department of NAVAL SURFACE WARFARE CENTER, Port Hueneme, California.
Duties
You will report to the Division Manager, Command Security, as the Supervisory Mission Support Officer in NSWC Port Hueneme Security,
You will apply a range of security concepts, principles and practices to review, analyze and resolve unique and complex security problems which may pertain to any phase of the command’s in-service mission,
You will establish and maintain professional relationships with customers, supervisors, and executives, gaining their cooperation in resolving difficult and controversial security matters,
You will identify problems and propose solutions, and assist with planning, budgeting, monitoring and evaluation of major, mission critical command projects,
You will supervise a security staff of the PHD Security departments and off-site team (ARDEl, Mayport, San Diego, and VA Beach),
You will manage a variety of security services in the security disciplines (information operations, and physical security, anti-terrorism and force protection (ATFP), continuity of operations (COOP), and emergency management (EM) ),
You will supervise Key Management Infrastructure (KMI), Operating Account (KOA), and administer Command Security Manager requirements in support of engineering projects and execution of other duties,
You will provide technical assistance, guidance, and oversight to the security departments and off-site team in the areas of INFOSEC, OPSEC, PHYSEC, ATFP, COOP, and EM.
You will supervise workers through subordinate leaders, evaluating the work of subordinate staff, supervising a staff of senior security specialists, and overseeing the work of contractor security assistants,
You will prepare, analyze, formulate, develop, review and implement agency security policies, standards and procedures in accordance with Executive Orders, federal laws and regulations,
You will plan and develop projects and programs vital to the identification and protection of national security information,
You will provide input to the Activity Security Manager for development and maturation of security training, command policy, processes, procedures and products, providing exceptional customer service support while ensuring security compliance,
You will provide metrics related to programs, and operate in accordance with all appropriate national and local authorities, practices of security organizations inside and outside of Navy, adjudicative standards and enforcement procedures,
You will communicate with diverse groups, such as Security, Engineering, Test and Evaluation, Command Staff, and Program Staff communities,

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-04 (GS-11/12 equivalent) or grade level in the federal service or equivalent experience in the private or public sector providing technical expertise and management oversight to the development, evaluation, and implementation of security programs policy.
Examples of qualifying experience may include, but are not limited to: developing, implementing, or applying security policies, plans, or procedures; interpreting and applying security guidance to operating conditions; analyzing security policies or procedures to assess vulnerabilities; communicating security policies and resolving security program issues; developing or delivering security training or program recommendations.
