You will serve as a SENIOR INTELLIGENCE OFFICER (SIO) in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.
This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-14 through GS-15. This position has a control point equivalent to the GS-14 step 10 level.
Duties
You will be the Program Manager supervising the execution of NAVFAC EXWC's Physical, Informational, and Industrial Security program to safeguard the classified information and property.
You will develop, interpret, and oversee the administration of intelligence and security policies, rules, and procedures adapted from policies prescribed by the Intelligence Community, Department of Defense.
You will manage, and monitor policies and procedures related to the Security program, Scientific and Technical Intelligence Liaison Officer (STILO), Special Security Office (SSO), Special Access Programs (SAP), and complex security programs.
You will establish and maintain effective working relationships and information networks with other DoD components affected by organizational programs.

- You will be required to obtain a Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
To qualify for the NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12 through GS-14 or NT-3) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing Information, Industrial and Physical Security concepts, principles, and practices to analyze and resolve security problems for classified, special access, and complex programs; 2) Coordinating objectives, interpreting policy, and resolving security issues; 3) Resolving and/or make recommendations concerning issues involving conflicting regulations, policies, and procedures; 5) Implementing internal security procedures to ensure proper handling and safeguarding of classified material and classification of material; and 6) Preparing and providing mandatory security briefings to personnel.
