About the Position: Serves as a Organization Resources Specialist.

Duties
Utilize various automated systems such as Defense Civilian Personnel Advisory Service, Automated Innovation Systems, Business Objects, and Fully Automated System for Classification to track personnel readiness.
Attend meetings with managers and supervisors to help formulate improvement plans and strategies associated with HR requirements.
Review and comment on management plans/proposals; presents findings by preparing and presenting briefings or reports, options, and recommendations to the Director, management staff, and Command level management.
Work closely with managers in preparing and processing Permanent Change of Station and Travel Orders.
Responsible for interpreting and administering installation or higher headquarters policy, procedure, directives relative to human resource programs and services.
Serve as an Organizational Resources Specialist involving technical and administrative duties and responsibilities for planning, administering, promoting, advising and evaluating Human Resource programs and services for US Army Garrison.
Utilize various automated systems such as Defense Civilian Personnel Data System.

To qualify at the GS-09:
Specialized Experience: One year of specialized experience which includes performing duties utilizing Human Resources automated systems such as Defense Civilian Personnel Advisory Service, Automated Innovation Systems, and Microsoft Office; assisting and/or providing administrative support regarding Requests for Personnel Actions; interpreting and applying policies and procedures related to personnel actions ensuring full compliance with processes, regulations, and guidelines; and assisting managers in preparing/processing Permanent Change of Station and Travel Orders ensuring that costing is reasonable and entitlements are authorized under governing regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify at the GS-11:
Specialized Experience: One year of specialized experience which includes assisting and/or providing data for input into establishing and maintaining effective various Human Resource automated systems such as Defense Civilian Personnel Advisory Service, Automated Innovation Systems, Business Objects, and Fully Automated System for Classification and Microsoft Office; providing administrative support regarding a variety of Requests for Personnel Actions; interpreting and applying policies and procedures related to personnel actions ensuring full compliance with Army and OPM processes, regulations, and guidelines; preparing/processing Permanent Change of Station and Travel Orders ensuring that costing is reasonable, and entitlements are authorized under governing regulations; administering programs such as Voluntary Early Retirement Authority/Voluntary Separation Incentive Payment; and providing technical guidance to Senior Leaders to resolve human resources problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
