You will serve as a MANAGEMENT ANALYST in the Logistics Support Division (LSD), G-4 of MARINE CORPS BASE.
GS-7: $46,696.00 to $60,703.00
GS-11 $69,107.00 to $89,835.00
Duties
You will prepare and process Requests for Personnel Action (RPA) utilizing an HRO system, ensuring correct and sufficient information is provided along with all necessary documentation.
You will assist with accurately maintaining the Table of Organization (T/O), and ensures HRO systems are updated as necessary.
You will provide advice to supervisors and managers on a wide range of civilian personnel issues, management, hiring freezes, budget restraints, use of over hire positions and other technical personnel issues.
You will coordinate and monitor the management and program areas such as recruitment, placement, promotion, classification, performance management, employee relations, awards and similar civilian programs.
You will plan, conduct, and implement studies involving manpower and personnel management to gather factual, historical and statistical data.
You will utilize computer programs to analyze data and extract/compile quality information reports and services.
You will develop new or modified work methods, organizational structures, management processes, and program administration procedures.
You will organize and deliver briefings to managers and supervisors to encourage understanding and acceptance of finding and recommendations.
You will formulate and execute a budget and knowledge of pertinent laws, regulations policies and precedents which affect the use of program and related support resources in the area studied.

- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. You may be subject to recall of duty.
- This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
Qualifications
GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assist with civilian personnel actions relating to classification, recruitment and placement by planning, conducting and implementing studies involving manpower and personnel management; interpret and apply laws, rules, regulations, policies, principles, standards, and procedures for pertaining to Human Resource management; and develop papers and/or briefings to managers and supervisors for findings and/or recommendations.
GS-11:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 or pay band in the federal service or equivalent experience in the private or public sector: Overseeing civilian personnel actions relating to classification, recruitment and placement by planning, conducting and implementing studies involving manpower and personnel management; formulate and execute a budget and knowledge of pertinent laws, regulations policies and precedents which affect the use of program and related support resources; and interact with oral and written communicate both tactfully and professionally with both military and civilian staff for findings and/or recommendations.

Education

GS-07:
- I have successfully completed one full year of graduate level education or
- I have successfully completed a bachelor's degree with superior academic achievement or
- I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
GS-11:
- I have successfully completed a Ph.D. or equivalent doctoral degree OR
- I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR
