About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with HQDA G-2; Operations and Integration Directorate; GEOINT Branch at the Pentagon, Arlington, VA.
Duties
Serve as a Geospatial-Intelligence (GEOINT) Subject Matter Expert (SME) Intelligence Specialist (Staff Management) in the Office of the Deputy Chief of Staff (ODCS), G-2, HQDA, Operations and Integration Directorate.
Perform action officer responsibilities within the GEOINT Branch supporting the Army DCS, G-2 with exercising functional management over the GEOINT discipline.
Responsible for fostering partnerships, while formulating, coordinating, and presenting the Army position on GEOINT-related issues and capabilities.
Responsible for planning, supervising execution, and reporting the performance and progress of GEOINT-related policies and programs to Senior Leaders
Formulate and implement Department of the Army-level GEOINT policies, strategies, and programs that support DoD and IC objectives and policies.
Advocate and articulate for Army GEOINT requirements and capability gaps to agencies tasked with providing GEOINT to the DoD and IC through the IC Capability Requirements and Joint Requirements Oversight Council (JROC) Forums.
Develops Army GEOINT policies, strategy, and guidance that impact worldwide Army operations, activities, and programs.
Assists the ODCS, G-2 GEOINT Branch Chief with supporting the Army DCS, G-2 with exercising functional management over the GEOINT discipline.
Responsible for formulating, coordinating, and presenting Army positions on the Army targeting programs and policies in relation to both Army and Joint doctrine.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
- Requires Temporary Duty (TDY) travel up to 25% of the time.

Specialized experience is defined as experience 1) developing Geospatial Intelligence (GEOINT) policies, strategy, and/or guidance for an agency's operational force AND 2) coordinating GEOINT program partnerships with outside agencies to ensure joint force operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
