About the Position: Serves as a Resource Analyst located in U.S. Army Material Command, DCS, G-8 Operations, Resource, Acquisition and Support Division in Redstone Arsenal, AL.
Duties
Perform value-added financial, accounting or economic analysis to make informed decisions that better utilize resources and improve mission effectiveness.
Analyze and review budget and program issues, and financial data and reports using business tools and applications, cost and economic analysis, and performance metrics to provide recommendations.
Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.
Prepare, review and reconcile financial statements and financial reports to meet reporting requirements and to support management decisions.
Requirements
- Must be able to obtain and maintain a secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Financial Management Certification: Members of the FM workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

Specialized Experience GS-11: One year of specialized experience which includes analyze financial management policies and procedures in order to advise managers; interpret regulatory financial controls to ensure compliance; and provide assistance on financial problems and unprecedented situations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience which includes analyze financial management policies and procedures in order to advise managers; interpret regulatory financial controls to ensure compliance; provide assistance and instructions on financial problems and unprecedented situations; and evaluate the effects of continuing changes in program plans funding on the accomplishment of the organization's budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent as follows: GS-11 must have 52 weeks at the GS-09, and GS-12 must have 52 weeks at the GS-11.
