The primary purpose of this position is to serve as a senior Resources Manager performing financial management and financial administration of resource programs in support of the NGB-GC.
Duties
Responsible for the development of broad policies and procedures, pertaining to the overall NGB-GC programs and activities, having organization-wide implications.
Responsible for integrating NGB-GC financial management into larger National Guard Bureau and Department of Defense objectives.

- This is a Financial Management Level 2 certified position 10 United States Code, Section 1599d. Incumbent will satisfy the requirements of DoD financial management certification program
- Must be able to obtain and maintain a Secret Security Clearance
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of the DoD planning, programming, budgeting, and executing regulations, guidelines, and processes sufficient to: analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; analyze financial and budgetary relationships to develop recommendations for financial and or budgetary actions under uncertainty due to short/rapidly changing programs and financial/budgetary deadlines and objectives; gaps and conflicts in program and financial/budgetary information; lack of predictive data; conflicting program and financial/budgetary objectives; and/or changing guidelines.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards. Knowledge of the DoD Planning, programming, budgeting, and executing regulations, guidelines, and processes. Knowledge of resource management, including budget and contracting officer responsibilities.
Professional knowledge of laws, regulations, principles, procedures, and policies relevant to the utilization and operations of the National Guard, covering a wide spectrum of legal areas including but not limited to contracts, fiscal, employment, litigation, administrative, information/privacy, military justice and special victim's advocacy programs, and military training and operations. Knowledge on legal office operations, budget management, and equipment.
Knowledge of the relationship between the National Guard of the 54 states and territories, the National Guard Bureau, the Department of Defense, the Department of the Air Force, the Department of the Army, Congress, and other federal agencies. Knowledge of DOD acquisition process and military command structure and missions.
Skill in formulating, justifying, and or analyzing financial requirements of the assigned program. Skill in communication platforms such as Microsoft Teams or other similar platforms; AND Skill in effective and tactful briefing techniques in order to present findings to high-level government executives.
Ability to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems; AND Ability to develop and implement effective modern technical solutions for tracking, executing, monitoring, reporting, and handling the day-to-day operations of a strategic level general counsel office.
Ability to communicate effectively, both orally and in writing, and engage in effective cross-functional collaboration.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
