You will serve as a PROGRAM ANALYST in the PUBLIC WORKS DEPARTMENT, FINANCIAL MANAGEMENT SUPPORT LINE of NAVAL FAC ENGINEERING CMD WASH.
Duties
You will apply mathematical or statistical theory and methods to collect, organize, interpret, and summarize numerical data to provide usable information.
You will apply federal accounting standards, fiscal law, policies, regulations, principles, standards, internal controls, and procedures to financial management activities.
You will prepare, review and reconcile financial statements and financial reports to meet reporting requirements and to support management decisions.
You will apply law, policies, regulations, principles, standards and procedures to management and program analysis activities (e.g., developing studies, metrics, methods, advising others).
You will use information systems and/or software applications, such as word processing, spreadsheets, automated research tools, database applications, and the Internet to extract, compile, and validate data.
You will critically evaluate and identify the causes of problems and choose courses of action that balance the interests of the mission and stakeholders.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in the performance of functions such as: formulation of budget and estimates to support plans, programs, and activities; reviewing and evaluating budget requests, controlling and reporting of obligations and expenditures; 2) Analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; implementing legal and regulatory controls over approved budgets; implementing internal controls, providing advice on effective and efficient methods for acquisitions and use of funds; 3) Using various other fiscal, accounting, or financial management duties and responsibilities depending on the needs of the organization; 4) Receiving guidance from a senior analyst or supervisor who provides specific instructions on the methods to follow and the results expected in terms of the form and content of finished reports on analytical studies; and 5) Receiving functions of budget, accounting, and financial management and is expected to review pertinent laws, regulations, policies and precedents which affect the use of the program, objectives, work processes and financial operations.
