Duties
You will serve as a Financial Management Analyst in the Financial Management Department at Naval Computer and Telecommunications Station San Diego.
You will perform financial management duties for both DOD and private party telecommunications commands to properly and accurately execute the annual budget.
You will conduct budget execution to include soliciting and submitting inputs for the annual budget formulation.
You will assist supervisor with oversight and administration of reimbursable telecommunications accounts and financing of command mission requirements.
You will receive, screen, and recommend approval/disapproval of financial documents on the basis of availability of funds and compliance with regulatory requirements.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience using Standard Accounting, Budgeting and Reporting System (SABRS), Command Financial Management System (CFMS), and Wide Area Work Flow (WAWF) or similar financial management systems to analyze trends, develop solutions, and present findings for the apportion of funding.
-Experience reviewing and reconciling financial statements in compliance with existing federal laws, regulations and requirements, and delivers high-quality service to command customers.
-Experience researching accounting problems involving the collection, recording and management of fiscal data to resolve budgetary issues.
-Experience presenting financial and procurement status orally or written reports utilizing MS Office Suite programs and other financial systems.

Education
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Master's or equivalent graduate degree;
or 2 full years of progressively higher level graduate education leading to such a degree;
or LL.B. or J.D., if related.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
