You will serve as a HR SPEC (EMPLOYEE RELATIONS/LABOR RELATIONS) in the LABOR AND EMPLOYEE RELATIONS DEPARTMENT AT THE FLEET HUMAN RESOURCES OFFICE, PORTSMOUTH NAVAL SHIPYARD of FLEET HRO PORTSMOUTH NAVAL SHIPYARD.

Duties

You will provide labor relations and employee assistance to the Portsmouth Naval Shipyard. You will assist negotiator or member/technical advisor for management in contract negotiations, mid-term negotiations, and conduct post-negotiations agreement training for management. You will assist with negotiating or advising on highly difficult or complex issues. You will research fact, legal precedents, and define legal and factual parameters/issues of cases.

Requirements

Qualifications

To Qualify for the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience communicating labor relation policies and procedures to management and staff of the local organization. Experience relating existing precedents to specific issues in justifying management's views. Experience advising management about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems. Experience conducting extensive probing and analysis to identify the root cause of an employee's misconduct or poor performance. Experience comprehending laws, rules, regulations, precedents, and policies. To Qualify for the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting extensive probing and analysis to identify the root cause of an employee's misconduct or poor performance. Experience comprehending laws, rules, regulations, precedents, and policies. Experience in fact finding, analyzing, negotiating, investigating, advocating positions, communicating, persuading, and consulting. Experience work requiring the identification and resolution of major problems or controversial issues, which is acceptable to management and third parties. Experience utilizing the basic principles and practices of Human Resources specialization as well as referring to applicable materials and manuals. Education

Education Requirement at the GS-11 Level:
Successful completion of a Ph.D. or equivalent doctoral degree

A combination of experience and graduate education as described above that equates to one year of experience

Education Requirement at the GS-09 Level:
Successful completion of a master's or equivalent graduate degree

Successful completion of two full years of progressively higher level graduate education leading to a master's degree
