You will serve as a MANAGEMENT & PROGRAM ANALYST (Availability Scheduling Manager) in the Carrier Planning Activity (CPA), PEO Carriers of CARRIER PLANNING ACTIVITY.

Duties

You will serve as the Availability Scheduling Manager under the direct supervision of a CPA Branch Manager, NH-III, and provides support for programs/projects associated with the life cycle ship availability planning of aircraft carriers. You will be responsible for development and management of aircraft carrier CNO availability scheduling products and metrics. You will participate in high-level cross organizational working groups tasked with complex scheduling issues while balancing operational, technical and maintenance community requirements. You will perform studies, which may include the development of new analytical tools, to determine impact of modifying availability durations or intervals on maintenance and operational cycles. You will represent command in discussions, conferences and meetings with other activities, both government and private. You will develop responses to requests for information from both internal and external sources such as senior Navy leadership, Congress and General Accounting Office (GAO). You will administer and maintain a formal process for maintaining availability schedule master historical information and recording basis/background for availability change decisions. You will manage projects and facilitate working groups that develop solutions, specifications and processes to resolve complex problems. You will develop decision ready briefs with detailed courses of action, impacts and recommendations for senior leadership consideration. You will review work accomplished by contractors to ensure it complies with established task statement, good practices and meets quality standards. You will prepare tasking documents, coordinate projects, negotiate due dates and reviews products from analyst.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector analyzing life cycle program requirements to assist with the planning, management, or execution of maintenance or modernization projects or operations for surface ships.
