About the Position: Serves as the Quality Assurance Evaluator and a Contracting Officer Representative, for a variety of complex service and logistical contracts in support of the Army Contracting Command - Sierra Army Depot. Contracts range from complex cost type to well-defined and well-precedented firm fixed price requirements. #ACC-DTA
Duties
Advises on the Performance Work Statements and Statements of Work pertaining to performance requirements summaries, quality assurance surveillance plans and acceptable quality levels.
Develops, analyzes, and implements Quality Assurance Surveillance Plans for a wide variety of contracts.
Conducts staffing actions and technical studies to support the Quality Control programs.
Provides oversight to ensure contractor’s quality control reports are received and errors or invalid data has been validated to identify reasons for discrepancies.
Serves as point of contact for all customers, Production Controllers, leadership, Project Managers (PMs), direct supervisors on the day-to-day administration for of various contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Certification within 36 months of entrance on duty.
- Must file financial statement.

Requirements for GS-11:
Specialized Experience: One year of specialized experience which includes reviewing requirements related to contracting; implementing quality assurance surveillance plans (QASP); and evaluating contractor performance in accordance with contract requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Experience for GS-12:
Specialized Experience: One year of specialized experience which includes performing contract administration; developing quality assurance surveillance plans (QASP); and monitoring and assessing contractor performance through audits and inspections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 or GS-11).
