This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB/MRTFB to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Sierra Army Depot is located in Herlong CA, a rural town in Northern California. Employees work a 4/10 work week, Mon-Thurs, 0630-1700 hrs. Youth Facilities and daily child care available. The depot serves as an Army Expeditionary Logistical Support Center, (Mass transportation is available at minimal cost.)
Duties
Advise management and higher headquarters on quality assurance matters and product requirements.
Review technical data packages including all technical publications, drawings, depot maintenance work instructions and other special instructions for development and implementation of detailed inspection plans and procedures.
Provide technical guidance, advice, and counseling to personnel of mission directorates to assure best test procedures and repair techniques.
Perform and/or review quality evaluations on depot receiving, storage, shipping, and maintenance.
Perform storage verification inspections on activity packing/packaging materiel and operations.
Make recommendations to customers relative to quality assurance provisions and the updating of inspection and test technologies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to maintain a valid state driver's license.
- Incumbent is required to obtain and maintain the Ammo 62 certification within one (1) year of employment.
- Incumbent is required to obtain Intermodal Dry Cargo Container (CSC) certification within one (1) year of employment OR to obtain International Convention for Safe Containers (CSC) certification within one (1) year of employment.
- Incumbent is required to obtain and maintain a Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) certification within six (6) months of employment.
- Temporary Duty Travel, TDY may be required up to 5% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: I have one year of specialized experience which includes: Performing quality process inspections to support maintenance operations; Identifying product deficiencies to make recommendations for corrective action; Evaluating supply receipt and/or storage procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. Combination Education/Experience: I have the specialized experience, but less than one year; and I have at least two years of graduate education, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
