About the Position: Serves as Port Captain, responsible for daily planning and coordination of resources in support of the Hampton Roads Drift (HRD) and Prevention of Obstructive Deposits (POD) projects.
Duties
Performs a full range of managerial and supervisory responsibilities.
Serves as the Port Captain in the administration, planning, and execution of the floating plant operations related to drift removal, survey operations, and hazards to navigation program.
Responsible for scheduling, dispatching, and oversight of six floating plant assets.
Assists in preparation of annual budget submissions, obligation and expenditure schedules, work orders, justification sheets, and other related budget information for the projects.
Supports safety training, worksite inspections and assessments (Activity Hazard Analysis).
Serves as Contracting Officer's Representative (COR) for assigned contracts.
Requirements

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Incumbent of this position must be enrolled in the Hearing Conservation Program and must undergo preemployment,
annual and pre-termination audiograms. (Per NAOSA DF dated 31 May 84).
- Incumbent will be required to have and maintain a valid state driver’s license prior to being hired.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires travel away from the District 10% of the time. Visiting job sites requires working outdoors.
- This position is supervisory as defined by the Office of Personnel Management (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: Scheduling, resourcing, and monitoring project is required for this position. Experience contract specification writing, technical proposal evaluation, and solicitation documentation preparation. experience supervising groups of employees and conducting all daily oversight and direction, performance counseling, human resource functions, instruction and guidance, and disciplinary actions when necessary. Experience in budget development and execution.
