About the Position: This is a planned management action for the HQ AMC G-6 Information Management Division located at Redstone Arsenal, AL. Consideration will be given to current command employees and Army employees with competitive status.

Duties

Subject matter expert (SME) on the Army Portfolio Management System (APMS) where Information Technology (IT) investments are registered and programmed budget data is recorded; and the Army IT Approval System (ITAS) where planned year-of-execution spending is recorded. Responsible for implementing Army Information Technology (IT) Category Management (ITCM) acquisition policies and procedures; inform senior leaders; and maintain internal controls for APMS and ITAS. Plans, coordinates, and conducts studies and projects of broad scope to emphasize the effectiveness and weaknesses of APMS and ITAS program implementation. Represents AMC CIO in HQDA meetings, conferences, and working groups related to APMS, ITAS, and ITCM.

Requirements

  • This position requires a current Secret Clearance.
  • TDY may be up to 10%.
  • A one year probation may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes implementing Army Regulations, Directives, Policies, and processes associated with Information Technology Category Management (ITCM), Army Portfolio Management System (APMS), and Army IT Approval System (ITAS). Experience in developing, staffing, and obtaining AMC leadership approval for new AMC policies and implementation plans supporting ITCM, APMS, and ITAS. Experience in collecting quantifiable financial data from authoritative Army PPBES systems; and preparing IT Execution to Budget reports for Senior Leaders. General understanding of the Army Financial Audit objectives and authoritative data sources (cPROBE, APMS, ITAS, GFEBS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
