Duties
Typical work assignments include:
Demonstrate awareness of emergency communications and cybersecurity policy.
Assist the Emergency Communications Division (ECD) Associate Director with implementing the vision and guidance for overall operations of the Division.
Combine strategic analysis with overall communication of the mission, vision, and objectives of ECD.
Give advice to employees on both work and administrative matters.
Plan for long range staffing and organization needs.
Qualifications
You qualify for the GS-14 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties:
Developing cyberspace plans, strategy, and policy to support and align with organizational cyberspace missions and initiatives.
Advising upper management on technical plans and policy guidelines for budget formulation and execution activities submitted to the agency, Department, Office of Management and Budget (OMB), and Congress, and procurement/contract management operations of the programs.
Conducting audits and evaluations of ongoing programs and functions and identifies areas where operational efficiency can be enhanced.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
