The incumbent functions as a Program Analyst in the Clinical Operations and Group Practice Service (COGPS). The program analyst performs a variety of duties in a constantly evolving, complex and diverse health care system which provides services across a vast geographic catchment area.
Duties
Duties to include but not limited to:
Performs the quantitative and qualitative analysis of provider labor mapping, consult management and the provider's clinical grid.
Consults with appropriate clinical point of contact when conflicting, erroneous, and/or negative trends are observed.
Performs daily reviews of station's open stat consults.
Performs daily reviews of station's scheduled consults that are linked to past clinical appointments.
Evaluating the appropriateness of the status, and working with the referring provider, receiving specialty to resubmit or close the consult within the timeliness guidelines spelled out in the Consult Timeliness SOP.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 08:00AM -04:30PM

Time-In-Grade Requirement for GS 07: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 07 position you must have served 52 weeks at the GS 05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
Specialized Experience GS 07: You must have one year of specialized experience equivalent to at least the next lower grade GS 05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of health records and clinical software; data analyses to assess treatment impacts, applying theories an emerging information in health care delivery; operating automated and software system that affect clinical practices; plans, organizes, and directs teams; and consult with leadership to identify needs and develop information products. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education OR superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree.
Specialized Experience GS 09: You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge performing analytical work using qualitative and quantitative techniques; analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; utilizing data analytic tools for data mining; utilizing computers and applicable databases/software. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's degree or equivalent graduate degree or two (2) full years of graduate level education or LL.B or J.D. leading to such a degree in a related field that demonstrates my ability to perform the duties of this position. NOTE: This education must have been obtained at an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a graduate degree.
