The Supervisory Program Analyst is assigned to the Health Administration Service (HAS) of the VA Eastern Colorado Health Care System (ECHCS). The incumbent performs supervisory functions in providing Service Managers with objectively based information for making decisions on administrative and programmatic aspects of ECHCS health care delivery system.
Duties
The Supervisory Program Analyst is assigned to the Health Administration Service (HAS) of the VA Eastern Colorado Health Care System (ECHCS). The incumbent performs supervisory functions in providing Service Managers with objectively based information for making decisions on administrative and programmatic aspects of ECHCS health care delivery system. Duties include but are not limited to:
Supervises staff analysts in data collection, analysis, evaluation, monitoring, and reporting program measures or effectiveness.
Assigns work or tasks and provides guidance to subordinates. Evaluates staff performance and resolves work related or performance problems/issues.
Ensures accurate, uniformed, and standardized data quality reporting; and complies with changes to program reporting requirements.
Based on high-level quantitative and qualitative analytical work/techniques, provides reports or findings and makes authoritative recommendations to executive leadership.
Coordinates ongoing data collection and analysis of performance measures to identify and target areas for improvement in patient administration.
Participates or leads committees in developing effective or in improving operating procedures in patient administration.
Manages or coordinates the development of training program/activities determined as necessary through workload data quality monitoring.
Develops and implements data collection systems and other strategies to optimize statistical reporting efficiency and data quality.
Establishes or develops criteria in assessing productivity, effectiveness, and efficiency of program administration/operations.
Provides various data extracts used for collaborative decision making in improving or maintaining quality health care/services. Directs data pull for related data required by The Joint Commission applications.
Conducts independent studies, develops findings or conclusions, and presents recommendations to meet program goals and objectives of the organization.
Develops long and short range performance improvement goals and action plans.
Investigates and analyzes adverse patient administration and processing trends. Consults with managers and supervisors to improve conditions.
Acquires data from primary and secondary sources and maintain database/data systems.
Collaborates with managers to establish high volume workload points to ensure managers identify plans for periods of increase workload.
Develops sampling techniques and measurements pertaining to patient administration or processing cycle to identify problem areas

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides direct supervision to subordinates; Serve as a manager with direct responsibility for supporting the organization in its data quality reporting initiatives; Develops and implements a variety of monitoring/reporting tools for each section and develops training to assist employees to utilize tools; Responsible for assuring the accuracy, uniformity, and standardization of workload data by partnering with other services to establish and communicate pertinent reports; Performs a high level of analytical work to assist with process improvements that may have a system wide impact; Coordinates ongoing data collection and analysis and uses knowledge of regulations/directives to determine current performance and develops and implements local performance measures as needed to assess current status to determine areas targeted for improved flow/access; Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of VHA patient administration, benefits, and processing programs or operations in meeting established goals and objectives.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Regular and recurring work is sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending, or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
