Duties
The primary purpose of this position is: to serve as an Air-Delivered Capabilities Program Analyst and action officer, applying program experience to analyze, evaluate issues, develop recommendations, and determine necessary policies, regulations, directives, doctrine, and procedures in support of major command program(s) in United States Strategic Command (USSTRATCOM).
Applying subject matter expertise, analyzes, develops, and evaluates issues, and develops detailed plans, goals, objectives, and recommendations to resolve substantive problems and issues of effectiveness and efficiency of air-delivered capabilities in support of USSTRATCOM's operational plans and assigned missions per the Unified Command Plan
Documents planning and programming decisions in appropriate formats, provides technical air-delivered LRS guidance, strategic deterrence, and global strike support, to meet USSTRATCOM assigned program specific requirements
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s)

Qualifications
The incumbent will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance as a condition of employment. Access to Special Access Programs may be required.
This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
Nuclear and/or air-delivered experience is preferred but not essential.
This position is coded as YA002 - ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY & OPM PRESCRIBED "UNSCHEDULED TELEWORK
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management And Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of air-delivered capabilities and Long Range Strike (LRS) logistics, planning, and/or operations to develop program requirements and assess adequacy of program plans in meeting MAJCOM objectives; knowledge of air-delivered capabilities force structure, operations, logistics, and supporting systems to assess for emerging systems and capabilities and their application to modernization, advancement, and sustainment of LRS capabilities in support of strategic deterrence and global strike; and knowledge of bombers, bomber weapons (nuclear and conventional, kinetic and non-kinetic), C2 architectures, and enabling capabilities/technologies along with an understanding of supporting test and evaluation programs and processes to include nuclear hardening, war gaming, and outdoor test range capabilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge regarding air-delivered capabilities operations, logistics, planning, and/or developmental activities to inform program required capability development, and assess adequacy of program plans in meeting USSTRATCOM objectives
Knowledge of bombers, bomber weapons (nuclear and conventional, kinetic and non-kinetic), C2 architectures, and enabling capabilities/technologies along with an understanding of supporting test and evaluation programs and processes to include nuclear hardening, war gaming, and outdoor test range capabilities
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts; mission capability needs; PPBE; JCIDS; acquisition; special operations, Program review, and System Requirements Review.
Knowledge of USSTRATCOM program goals, objectives, and operational plans and associated processes; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Skill in designing and conducting comprehensive studies to evaluate an assigned program's effectiveness and efficiency, preparing solutions to resolve substantive problems, and the ability to communicate findings to senior leaders.
Ability to plan, organize, and negotiate effectively with senior analysts and management for the identification, consideration, and resolution of issues that involve substantial resources and require extensive changes in established concepts and procedures; ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
