About the Position: This position is located with the 3rd Infantry Division at Fort Stewart, GA.
Duties
Serving as Budget Analyst, responsible for formulating and justifying a major segment of the organization budget or a total budget for one or more funds .
Compiles and distributes segments of the approved budget by organization or functional area.
Identifies and analyzes trends in receipts, obligations, and expenditures. Monitors budget levels to ensure legal/efficient use of funding.
Participates in the monitoring of year-end closing to ensure proper and full use of provided funds, with no anti-deficiency violation.
Maintains local budget/financial systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may spend up to 10% of the time in travel or Temporary Duty (TDY) status.
- Incumbent must be able to obtain and maintain a Secret security clearance.
- This position requires the incumbent to obtain and maintain a Financial Management Level 2 Certification.

GS-09
Specialized Experience: One year of specialized experience which includes :1) Budget execution policies and procedures 2) Developing, justifying, budget estimates to support goals; 3) experience preparing budget documents, summaries and reports; experience using automated financial accounting systems in the budgetary process (i.e. General Fund Enterprise Business System (GFEBS), Global Combat Support-Army (GCSS-A), Defense Travel System (DTS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes : 1) Budget formulation and execution;
2) Preparing joint reviews of program processes, and using automated financial systems such as General Fund Enterprise Business System (GFEBS), Resource Management On-Line (RMOL);3) Analyzing financial data and track accounting data to identify system problems; 3) Advising on organization policies and controls expenditure of funds;
4) Presenting and justifying budget to management officials. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
