This is a full performance level, non-supervisory position that is located at the Veterans Health Administration of the Department of Veterans Affairs at the Aleda E. Lutz VAMC. The primary purpose of this position is to improve the quality, efficiency, and effectiveness of administrative operations within the Safety Service by assisting the Chief of Service with administrative duties.

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS- 07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Resource Review and Planning: Advises service managers, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas. Conducts annual review and updating of position descriptions, functional statements and prepares organizational charts and functional structure for review. Prepares and/or assists supervisors in preparing position descriptions, functional statements, and ongoing performance data with performance standards including maintaining the electronic databases for human resources process support and survey compliance. The incumbent keeps employees informed concerning training requirements and tracks to completion. Program Administration: He/she will use established measures and/or develop internal metrics to measure and analyze program functioning and success. Conduct ongoing preparatory planning, compliance reviews and audits in conjunction with the Chief, Safety Service to assist in ensuring the sections are operating at optimum effectiveness/efficiency and is in compliance with all applicable laws, rules, regulations, directives and procedures of the VA, The Joint Commission, OIG, CARF and other regulatory bodies. When these indicators and reviews reveal improvement opportunities, the incumbent will act as the catalyst and ensure these opportunities are realized. Data Management: Plans for special projects and conducts research and compilation of data from diverse sources. Extracts and assembles information, conducts analysis and develops reports or presentations. Identifies and determines training priorities, conducts and administers training programs for administrative processes, develops and improves training guidance administrative in nature to support team. Administrative efficiency and effectiveness: The incumbent will develop and implement evaluative mechanisms to measure Service productivity and Service level efficiency. He/she is responsible for administrative routing of Safety Service directive, policies, and information as it relates administrative coordination with other services. This position pulls and analyzes data in collaboration with other departments to review outcomes and facilitate reports. Qualifications

A bachelor's degree and superior academic achievement. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. 3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (Transcripts Required) -OR- One full year of graduate level study, or possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., in a field that provided the knowledge, skills, and abilities necessary to do the work. (Transcripts Required) -OR- One year of specialized experience at the GS-5 level in Federal service. The Specialized experience for this position is an office manager, administrative officer/assistant, or program analyst. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Plan and organize work. Preparing reports. This experience must clearly demonstrate in your resume. -OR- I have less than the full amount of graduate education described above and less than the amount of experience described above" but I have a combination of the type of education and experience described above (Transcripts Required) -AND- Must possess a current and valid State Driver's License NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The physical demands for this include mostly administrative tasks. The position is located in a busy office environment with possibly a shared office. It requires sitting, walking, bending, and carrying light items (usually 30 lbs. or less). This position supports services in other areas of the facility so does entail daily walking and steps or ramps to obtain and deliver documents. He/she is expected to appear professional, controlled, and tactful during encounters throughout the facility. The incumbent needs to be approachable to Veterans, families, and other staff members. This position requires the incumbent to travel by government vehicle to CBOC and Saginaw locations as a regular and reoccurring part of their duties (valid driver's license required).
