This position is located in the Department of Homeland Security, United States Coast Guard, Atlantic Area Command, Preparedness Division (LANTAREA-5), Violation Case Coordination Center Branch (LANT-52) in Portsmouth, VA.
Duties
The Selectee will serve as a Program Specialist, responsible for the accuracy and integrity of civil penalty cases, which includes reviewing and advising on boarding reports for civil penalty case actions. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:Providing advice to the public and Coast Guard units concerning the requirements set forth in Federal Laws governing recreational and commercial vessels.Preparing an analysis of civil penalty case packages, which includes performing quality assurance and data accuracy checks, issuing correspondence and advising on penalty amounts for CG Hearing Officer action.Reviewing and issuing Letters of Warning, Letters of Inquiry, Case Close No Penalty Letters.Maintaining a close working relationship with District Marine Safety Division on commercial fishing vessel cases.Serving as a point of contact with the public for recreational and commercial vessel boarding violation inquiries.Carrying out routine functions of the VCCC, including daily retrieval of mail and sorting of boarding and activity reports and determining the type of recommended enforcement intended to be pursued by the VCCC.

Qualifications
Applicants must have one year of specialized experience equivalent to the GS-07 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Providing advice concerning the requirements set forth in Federal Laws governing recreational and commercial vessels; preparing analysis of civil penalty case packages, which includes performing quality assurance and data accuracy checks, issuing correspondence and advising on penalty amounts; reviewing and issuing Letters of Warning, Letters of Inquiry, Case Close No Penalty Letters; serving as a point of contact with the public for recreational and commercial vessel boarding violation inquiries; and carrying out routine functions, including daily retrieval of mail and sorting of boarding and activity reports.OR(A) Have a master's or equivalent graduate degree;OR(B) 2 full years of progressively higher level graduate education, if related;OR(C) A law degree such as an LL.B. or J.D, if related;OR(D) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
