This position is located in the Department of Homeland Security, United States Coast Guard, Atlantic Area, Resource Management Division located in Portsmouth, VA.

Duties

You will serve as the Assistant Division Chief, Resource Management Division (LANT-8), Coast Guard Atlantic Area (LANT AREA), Portsmouth, VA. As a Supervisory Strategic Planning Officer for leading the Command in the strategic planning required to: determine and communicate the Area Commander's long-term resource requirements to inform the service's Planning, Programming, Budgeting, and Execution (PPB&E) process; develop the Commander's strategic planning documents; and inform the allocation of operational resources and assets in support of the Commander's Strategic Intent.

  • Male born after 12/31/1959 must be registered for Selective Service.
  • This position requires a Top Secret/SCI clearance.
  • You will be required to undergo random drug testing.

Qualifications

GS 14: To qualify at the GS-14 grade level, applicant must have at least one full year of specialized experience equivalent to the GS-13 grade level in the federal sector.Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.Specialized experience includes: Analyzing and evaluating disparate and complex high-level strategic documents, academic research papers and think tank reports on an independent basis and as part of a group; performing special projects to execute major public rollout press events to include high-level travel planning; performing strategic analysis, planning internal and external communication and legislative affairs; making executive-level presentations and conducting statistical and narrative briefings; and conducting and supporting various ad hoc analysis, reports, and studies on programs and projects, services, and other mission-related issues. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
