This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Position may be filled as a term appointment NTE 4 years. Term appointments may be extended up to a maximum of 8 years.
Duties
Serve as an advisor with responsibility for directing the accomplishment of funding for prescribed programs.
Produce financial reports to submit for management approval.
Analyze and evaluate regulatory financial controls that impact current operations.
Develop strategies to resolve financial problems affecting the organization's financial systems.
Provide technical advice to management of financial operations and make recommendations for corrective action.
Requirements
- Incumbent must be able to obtain and maintain a secret security clearance.
- Percentage of time to be spent Temporary Duty Travel (TDY) is 25%.
- The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position’s SCW certification level.
- Financial Management Certification: Members of the FM workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

Specialized Experience: One year of specialized experience which includes apply regulations associated with Foreign Military Sales (FMS) accounting and reporting systems; provide budget information to the assigned area and to other financial managers; analyze expense reports to ensure charges are authorized; and determine the corrective action required through reconciliation of financial records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
