You will serve as a Program Analyst in the Consolidated Card Program Management Division of CNSSC OPERATIONAL SUPPORT FIELD.
Duties
You will serve as the Department of Navy (DON) Consolidated Card Program Management Division (CCPMD) program manager for the Budget, Training, Website, and Contracts.
You will be responsible for ensuring the budget formulation and development supports all required short- and long-term mission requirements; answer financial/budget data calls within timeframes; create and conduct budget, Product and Service briefs.
You will apply complex analytical and problem-solving techniques to develop substantive recommendations for project implementation or issue resolution.
You will provide coordination amongst charge card audits and ensure timely completion of Division program audits with the Director's approval and apply a wide range of qualitative and/or quantitative methods to identify.
You will coordinate regional training initiatives across all Travel, Government Purchase card and Fuel card Programs, manages and submits travel plans for ACOM approval, and monitors travel funds compared to plan for appropriate execution.
You will prepare PRS in Navy ERP for contract modifications for new requirements or changes to existing requirements and prepare amendments based on program requirements for Contracting Officer processing.
You will identify and review requirements for training and test materials, produce and maintain training and test materials, update the DON CCPMD website with most current training and test materials.
Serve as the Contracting Officer Representative for DON CCPMD support contracts; review, verify and certify contractor invoices in Wide Area Workflow and enter Service Entry Sheet in Navy ERP to ensure prompt payment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying an expert knowledge of DOD and DON Program Management principles and techniques, to include project management, financial, contracting, and logistics processes to manage division metric reporting, budgeting requirements and contracting execution support for the three separate card programs (Purchase Card, Travel Card, and Fleet Card). Specialized experience must include: 1) Translate technical plans and data into a complete and comprehensive program review and maintain execution plans and the ability to provide program and financial analysis for Department of Navy (DON) Consolidated Card Program Management Division (CCPMD) Card and Navy Defense Transportation System (DTS) managed programs; 2) Communicate efficiently, orally and in writing, in preparation and presentations of comprehensive reports and briefing techniques to address problems and recommend solutions; 3) Monitor funding requirements and prepare funding documents in Navy ERP to ensure timely and accurate budget execution; 4) Prepare contract documentation for new requirements or change/amend existing requirements if needed and submit for contracting officer processing to support the change card program.
