Duties
Develop and provide guidance for commanders, supervisors, and managers on civilian personnel management issues.
Serve as the primary point of contact for civilian personnel program management involving position management, staffing, placement, and classification.
Coordinate civilian personnel actions with civilian workforce, manager, and Defense Health Agency Human Resources on matters related to reorganization, realignment, and reassignment.
Collect and prepare statistical data, interpret policy, and prepare briefings for pay pool management prior to starting the pay pool evaluations.
Act as the primary point of contact for Automated Time Attendance and Production System (ATAAPS) and Department of Defense Performance Management and Appraisal System (DPMAP) functions.
Conduct training and/or informational briefings on civilian personnel programs and processes for supervisors and management teams.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.

Specialized Experience: One year of specialized experience which includes administering a civilian personnel program involving civilian resources and personnel administration such as personnel, position and resources management and/or manpower analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-II).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
