About the Position: Serve as an information technology specialist and technical expert responsible for the development of analytical models and forecasting tools, to assist the Department of Army Personnel Community in achieving personnel integration through office automation located in Arlington, VA.
Duties
Market the modeling tools and decision support systems to the functional personnel community.
Maintain the security architecture for information systems supported by assigned organizations.
Monitor and recommend telecommunications equipment.
Inform team of progress made in achieving goals and objectives.
Coordinate policy with a variety of activities so that adherence is observed in the development of information technology systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- You may be expected to travel up to 5% for this position.
- Must be able to obtain and maintain a Secret security clearance.
- One year trial/probationary period may be required.

Basic Requirement: The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

GS-11:
Specialized Experience:
One year of specialized experience which includes administrating, developing, and delivering IT systems and services; providing advice and guidance on a wide range and variety of complex IT issues; evaluating and recommending adoption of new or enhanced approaches to delivering IT services. This specialized experience is equivalent to the GS-09 grade level in the Federal service.
OR
Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
This specialized experience is equivalent to the GS- 09 grade level in the Federal service.
GS-12:
Specialized Experience:
One year of specialized experience which includes analyzing the implementation of policies that fully support personnel automation goals; monitoring telecommunications equipment and services; coordinating work to be accomplished in assigned contracts; and researching trends and patterns to deviate from traditional IT methods.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
This specialized experience is equivalent to the GS- 11 grade level in the Federal service.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09/11).
