You will serve as the Chief Technology Officer in the Office of the Chief Information Officer (OCIO) for the Department of the Navy (DON).
Duties
You will support and advise DON senior leaders on technology integration and modernization to support adoption into the DON information ecosystem.
You will serve as a technical expert advising key leaders and staff on modernizing DON’s information environment, promoting digital enterprise services, governing enterprise architecture and evaluating the implementation of technical solutions.
You will develop new theories, concepts, principles, standards, and methods related to technology adoption.
You will provide policy and planning guidance to senior leaders, staff, and stake holders; align internal business practices with government or department wide regulations and policies.
You will conduct evaluations of Information Management (IM) and Information Technology (IT) plans, projects, and programs to ensure alignment with DON and DoD business and mission needs; establish IM and IT metrics.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Cyberspace Workforce position, work role code 901 and 902, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.
MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Extensive knowledge of DoD and DON technology policy and modernization efforts across existing DoD programs as well as industry efforts associated with Zero Trust, ICAM, digital modernization, Supply Chain Risk Management, robotic process automation, and continuous integration/continuous delivery of software.
2. Masterly-level knowledge on integrating modern technology into existing defense business and warfighting operations with an understanding of cost benefit for financial program wholeness.
3. Demonstrated ability to effectively communicate complex analytical findings through a variety of avenues including written technical assessments, presentations at senior forums, and leading and negotiating risk to mission outcomes among a diverse set of senior leader stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
