You will serve as the Principal Cyber Advisor (PCA) to Secretary of the Navy (SECNAV) in the Office of the Secretary of the Navy. You will be the senior career civilian official reporting on all cyber matters affecting the Department of the Navy (DON) and bear key responsibility for motivating best practices in leadership, personnel and budgetary management.

Duties

You will serve as the PCA to the SECNAV and to senior military officers of the Navy and Marine Crops on all cyber matters affecting the DON military services. You will coordinate and oversee the execution of the DON's cybersecurity policies and programs. You will annually certify the DON cyber budget to the SECNAV to ensure compliance with Department of Defense (DoD) PCA priorities and validate cost effectiveness of DON cyberspace programs. You will lead efforts coordinating with Military Services and key stakeholders, to assess cyber programming and budget issues, make recommendations through the Program Budget Review process, and identify potential requirement shortfalls. You will provide guidance and monitor progress on responses to tasking from DON senior leaders and conduct deliberate analysis supporting the development of policy guidance and in response to requests from the DoD and U.S. Cyber Command.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks. 4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Demonstrated ability with concepts and procedures in a major resource allocation system such as DoD's Planning, Programming, Budgeting and Execution System. 2. Demonstrated ability to develop and apply analytical models and techniques to evaluate the costs, effectiveness, and benefits of alternative U.S. military programs and systems while leading/managing integrated civilian and military teams doing the same. 3. Demonstrated ability working current U.S Defense postures, policies and objectives in the cyber area, such as cyberspace strategy implementation, cyberspace capability development, and/or cyberspace investments. 4. Demonstrated ability to provide guidance and support to senior Defense officials (such as internal decision-making, inter-department deliberations or testifying before Congress) in the cyber area, such as cyberspace strategy implementation, cyberspace capability development, cyberspace investments, and/or cyberspace risk mitigation efforts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
