You will serve as the Chief Services and Infrastructure Officer in the Office of the Chief Information Officer (OCIO) for the Department of the Navy (DON).
Duties
You will be responsible for advising on optimizing the efficiency and effectiveness of the DON’s Information Technology (IT) infrastructure, and development of shared IT services enabling better business and warfighting outcomes.
You will serve as senior advisor for the infrastructure and enterprise services components of the DON CIO Information Superiority Vision (ISV) initiatives – Optimize, Secure and Decide.
You will support development of strategies and policies for IT reform and serve as technical advisor in support of defense business system certification, audit, and reform.
You will support development of DON strategy and policy on the architecture, interoperability, and operation for DON IT infrastructure and services.
You will support executive leadership to optimize the governance and management of enterprise IT infrastructure investments across the DON.
You will support development and assist in implementation and compliance of a comprehensive and integrated DON IT investment strategy that aligns with Secretary of the Navy and Secretary of Defense priorities and strategies.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Cyberspace Workforce position, work role code 901, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
Qualifications
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.
MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. An extensive technical background and personal experience in leading, directing, operating and managing information technology (IT) and CIO-related functions, activities, systems and programs in the Federal government, a state or local government, or a large corporation.
2. Expert knowledge of information technology (IT) trends and capabilities. Must have demonstrated experience utilizing this expertise within the Federal government, a state or local government, or a large corporation.
3. Demonstrated ability to integrate and synchronize the development and implementation of complex CIO-related policies and programs throughout a large organization, ensuring compliance at all levels.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
