Duties
Oversees the planning, direction, coordination, and execution of various management and administrative services which support the operations of the J1 Director and Deputy Director.
Reviews and analyzes both new and existing policies and procedures, identifies potential problem areas, develops plausible solutions, and initiates recommendations for new, revised, or modified administrative policies and procedures.
Advises leadership on manning and resource strategic planning, corporate governance, metrics development and production, business process improvement, and resource and performance management.
Coordinates with other executive assistants and administrative staff in the daily management of executive travel, correspondence, meeting arrangements and executive calendar events.
Directs, coordinates, and monitors administrative and managerial functions for day-to-day and long range planning necessary to provide responsive mission support to the entire Directorate.

Qualifications
Time in Grade:
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
Specialized Experience:
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.
Specialized experience is defined as experience with providing exceptional executive level administrative support to a general or flag officer, a Commander and Deputy, or a senior executive leader. It is also defined as organizing or managing internal administrative processes for multiple divisions ensuring coordination and timeliness of office functions, action items and editing correspondence, providing technical information to internal or external customers on policy or administrative procedures.
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
Specialized experience at the GS-12 level is defined as having experience with applying a wide range of advanced analytical principles, concepts, methods, and practices in order to analyze and evaluate highly complex management processes and systems. It is also defined as having knowledge of the entire organizational composition and mission and functions to design and conduct comprehensive studies to address complex organization -wide management issues.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
There is no substitution of education for specialized experience at the GS-12 grade level.
