About the Position: Serve as the Public Affairs Specialist in the Advertising & Public Affairs (A&PA) Division of a U.S. Army Recruiting Brigade/Medical Recruiting Battalion. Incumbent is responsible for serving as the point of contact for the Brigade's (BDE)/ Battalion's (BN) advertisement program.
Duties
Provides recommendations to the Division Chief regarding advertising funding allocations within the brigade (BDE).
Conducts informal advertising training programs for battalion personnel.
Oversees the Local Media Payment System (LMPS) to ensure adherence to applicable directives.
Provides solutions to advertisement inquires not specifically addressed in existing regulations.
Ensures the brigades advertisement program is in compliance with established policies and procedures.
Develops training aids for conferences hosted by the Advertising and Public Affairs Division.
Reviews existing brigade advertising plans to evaluate practicality and cost effectiveness of the program.
Selects specific advertisements most effective in reaching the target audience.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Overnight Temporary Duty Travel (TDY) required up to 25% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the GS-09 level in the federal service which involves (1) assisting in the management of a public affairs and/or advertisement program; (2) conducting market analyses to determine which media sources are best suited for reaching the target audiences; (3) preparing media content (i.e. news releases, social media post, articles) for dissemination; and (4) developing strategies to convey information concerning the organizations mission.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
