The NIAMS is the principal entity within the Federal Government for research on rheumatic diseases such as rheumatoid arthritis and systemic lupus erythematosus; cartilage and connective tissue disorders such as osteoarthritis, muscle diseases and sports injuries, muscular dystrophy, musculoskeletal disorders, bone metabolism and biomaterials; and skin diseases such as epidermolysis bullosa and ichthyosis.
Duties
Manage the procurement, space, travel, and other administrative functions, as necessary.
Responsible for analyzing, evaluating and improving a variety of management and administrative issues and the effectiveness of operating programs.
Utilize a high degree of qualitative and quantitative analytical skills in analyzing, evaluating, and improving the efficiency of administrative and program operation.
Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations develops detailed plans, goals, and objectives for the long-range implementation, administration and change of the assigned program.
Analyze organizational priorities and provides a wide range of liaison services to support program.
Requirements

Qualifications
You qualify at the GS-13 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of organizational programs related to procurement; leading studies and analyses to evaluate the effectiveness of policies and procedures related to the management and administration of procurement operations; establishing study methods and techniques to be utilized in complex studies and audits; and developing study objectives related to procurement program operations and recommending and implementing operations solutions to senior management.
