This position is located within the Geriatric Research, Education and Clinical Center (GRECC) at the James J. Peters VA Medical Center in Bronx, NY. The Program Specialist is responsible for the complex administrative functions and the coordination of the diverse activities of the Program. In this capacity, the Program Specialist is responsible for the education administrative management of the Program.
Duties

NOTE: This is a TERM appointment (not-to-exceed 4 Years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
Major duties include but are not limited to:
Serves as the organization's liaison to the various administrative and clinical services to assist the program director to develop information, resolve a wide variety of problems, maintain effective interrelationships, and meet program objectives;
Provides assistance in the management of all education programs resourcing, including budget preparation, human resources, and the acquisition of supplies and equipment;
Reads and screens incoming correspondence, publications, regulations, and directives, etc.;
Reads outgoing correspondence for procedural and grammatical accuracy, conformance with general policy, factual correctness, and adequacy of treatment, and notifies the preparer (writer) or the supervisor of any deviations or inadequacies;
Ensures copies are kept of all outgoing correspondence;
Researches and/or analyzes problems, issues, or program requirements;
Determines pertinent issues and collects relevant information from a variety of sources;
Plans and/or accomplishes special projects in education and training;
Uses standard approaches to perform a variety of duties related to special projects involving administrative or support issues;
Extracts and assembles information, conducts analysis and develops reports or presentations;
Reviews, analyzes, and evaluates training courses and programs to assess their quality and effectiveness;
Prepares or coordinates the preparation of reports and correspondence; and
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications

To qualify for this position at the GS-9 level, you must meet one of the following requirements:
SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Specialist position, and that is typically in or related to the work of the position to be filled. Specialized experience is possessing expert working knowledge related to the areas of geriatric/gerontology research; applying analytical and evaluative techniques; conducting research and compiling data; preparing reports; planning and conducting projects and trainings; and utilizing office automation software programs. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~
EDUCATION: Successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. COMBINATION: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is primarily sedentary. Occasional fatigue may be experienced when working with automated equipment.
