This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position:- Serves as Assistant Program Manager responsible for managing new systems through advanced development, production and fielding; or fielded systems undergoing extensive modification, retrofit, or rebuild.
Duties
Directs effective utilization of project resources.
Maintains direct channel communications with system users and the user community.
Serves as authoritative consultant and speaks for the PM at all levels.
Develops plans for accomplishment of assigned projects.
Establishes priorities, maintains and controls all project milestones and takes necessary action to ensure that all milestones are met or that workarounds are in place to counteract schedule problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- Selectee must meet the DoDI 5000.66 requirements applicable to the Career Category of Program Management and Practitioner Career Level Certification must be met within 60 months.
- Temporary duty (TDY) travel may be required up to 25% of the time.
- Incumbent must be able to obtain and maintain a Secret clearance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
Specialized Experience: One year of specialized experience which includes: 1) Acquisition life cycle product/project development or functional support (budget, technical, or logistics) with a focus in managing cost, schedule, performance and risk for a program of record or non-program of record communications systems; 2) Perform Contracting Officer Representative (COR) duties/responsibilities or participate in a Source Selection competitive contract award performing some of the following functions: conducting technical evaluations, source selection, evaluating performance or writing performance work statements (PWS).
