This position is located in the Executive Secretariat Staff, Office of the Secretary of State (S/ES-S), in the U.S. Department of State (DOS). This position is assigned to the Correspondence, Records, and Staffing Division and serves as senior Records and Information Management Specialist for the Offices of the Secretary, Deputy Secretary, Counselor, and Under Secretary.
Duties
Plays a leading role in the Division’s analysis and evaluation of the official records of the Offices of the Secretary, Deputy Secretary, Counselor, Under Secretary, and offices supported by the Executive Secretary.
Responsible for acting in a leadership role within the S bureau in developing and implementing policies, plans, and procedures for Departmental compliance with the Federal Records Act, Presidential e-Gov initiatives, and OMB directives.
Performs a wide range of analytical work needed to develop and complete records disposition schedules and other records management programs and projects covering full records life-cycles.
Conducts records management compliance reviews, leads Records team assistance visits, and initiates and oversees records scheduling projects.
Coordinates Freedom of Information Act (FOIA) requests directed to the Offices of the Secretary, Deputy Secretary, Counselor, Under Secretaries, and offices supported by the Executive Secretary.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience analyzing and evaluating official records.
Experience analyzing complex legal issues and making appropriate determination.
Experience determining records disposition on the basis of their archival value, arrangement and accessibility of information, legal requirement, and business and administrative purposes.
Experience developing and implementing policies, plans, and procedures for Departmental compliance with the Federal Record Act, Presidential e-Gov initiatives, OMB directives, and other legal mandates as they pertain to records management and inventory.
There is no substitute of education for specialized experience for the GS-13 position.
