This position is located in the Department of Health & Human Services, Centers for Medicare & Medicaid Services (CMS), Office of Legislation, Low Income Programs Analysis.
As a Health Insurance Specialist, GS-0107-14, you will be responsible for reviewing, analyzing, and evaluating proposed legislation/regulations for CMS' programs. Additionally, the incumbent serves as expert to CMS in the development of proposals affecting CMS' programs.
Duties
Conducts legislative, economic, and policy analyses related to issues under the Medicaid and Children’s health Insurance (CHIP) programs.
Serves as a senior resource for other Health Insurance Specialists on legislative, regulatory, program initiatives and operations, and/or other special health care financing issues.
Analyzes and reviews regulations, sub-regulatory guidance, issue papers, Office of the Inspector General (OIG) reports, Government Accountability Office (GAO) reports.
Provides (or coordinates) technical consultative services to congressional members, their staff on legislation and related CMS activities often in collaboration with the Office of the Assistant Secretary for Legislation.

In order to qualify for the GS-14 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
Providing comprehensive technical analysis on legislation and policies related to the Medicaid or Children's Health Insurance Program (CHIP); and
Producing written documents for management, including briefing documents, reports, issue papers, or decision memoranda, regarding the Medicaid or CHIP programs; and
Serving as a liaison to congressional staff in the review of legislative proposals regarding the Medicaid or CHIP programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
