The primary purpose of this position is to serve as the Joint Staff Director for Operations (J3) Senior Intelligence, Surveillance, and Reconnaissance (ISR) Technical Advisor and as the principal advisor for future defense ISR programs.
Duties
Manages the intelligence, surveillance, and reconnaissance (ISR) sensitive activities and communications portfolio as Senior Technical Advisor.
Serves as a senior civilian technical advisor, intelligence analyst, and alternate Government Special Security Officer (GSSO).
Establishes, directs, and manages processes and methodology to assess and evaluate future defense intelligence, surveillance, and reconnaissance (ISR) programs and to identify risk and mitigation strategies.
Performs assessments, evaluations, and analyses of intelligence, surveillance, and reconnaissance (ISR) programs and objectives.
Exercises supervisory personnel management responsibilities.

- This position is a designated Joint Duty Intelligence Community position, and the incumbent will be eligible to earn Joint Duty Credit.
Qualifications
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a comprehensive range of intelligence research, collection, processing, and exploitation methods, techniques, and practices sufficient to evaluate the effectiveness of multi-source intelligence and dissemination information systems and capabilities, to interpret policy, and to advocate for/commit resources. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of, and ability to apply, a wide range of intelligence, surveillance, and reconnaissance (ISR) and space theories, concepts, principles, performance characteristics, transmission media, and operational capabilities sufficient to evaluate and/or develop procedures, policies, practices, proposals, methods, and approaches.
Knowledge of a comprehensive range of intelligence research, collection, processing, and exploitation methods, techniques, and practices sufficient to evaluate the effectiveness of multi-source intelligence and dissemination information systems and capabilities, to interpret policy, and to advocate for/commit resources.
Expert knowledge of, and ability to apply, the Joint Capabilities Integration and Development System (JCIDS) to include analysis and documentation of ISR requirements and capabilities; in-depth knowledge of, and significant skill in applying, national intelligence community, Joint, DoD, and ISR structures, organizations, missions, functions, inter-relationships, and operations.
In-depth knowledge of, and significant skill in applying, national intelligence community, Joint, DoD, and ISR structures, organizations, missions, functions, inter-relationships, and operations; skill in working out solutions to problems or questions related to the work; and succinctly delivering written and/or verbal presentations to senior level audiences for decision-making purposes (e.g., senior leadership, legislative branch level organizations, etc.).
Ability to maintain control of classified material; quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data; make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience; and present and/or justify a position effectively.
Ability to communicate effectively, both orally and in writing; ability to manage a small staff and carry out all phases of personnel management responsibilities.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform
the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: Drug Testing: This position has been designated by the Air Force Civilian Drug Demand Reduction Program as
a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic
short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air
Force, national security, and public safety.
The incumbent may be required to be available other than during normal duty hours, to include extended shift work (12 hours), off duty hours on call, and varying duty hours. Overtime may be required on a frequent basis to meet operational deadlines. Incumbent may be required to take part in test alerts and exercises.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
