The primary purpose of this position is to serve as a first level supervisor, providing planning, directing,
organizing, and exercising control over nonsupervisory employees assigned to Food & Beverage Research and Development Branch.
Duties
1. Plans, organizes, and directs the activities of the HQ AFSV A/SVOFS Food & Beverage (F&B) Research and Development Branch, ensuring that this branch complies with legal and regulatory requirements and meets customer needs.
2. Exercise supervisory personnel management responsibilities.
3. Represent F&B Research and Development with a variety of installation and functional area organizations.
4. Provides F&B research and development management over-sight to the Air Staff, MAJCOM, base, and internal units on issues dealing with food and beverage operations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrativeand Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes extensive club experience at base, MAJCOM, or Headquarters levels and a broad working knowledge of food, beverage, and entertainment programs; marketing/promotions; personnel management; administrative practices; and facility maintenance requirements, as well as extensive training and experience in all phases of club and non-appropriated fund management, or comparable hotel/restaurant financial management, procurement and other administrative tasks. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Must have extensive club experience at base, MAJCOM, or Headquarters levels.
Must have a broad working knowledge of food, beverage, and entertainment programs; marketing/promotions; personnel management; administrative practices; and facility maintenance requirements.
Extensive training and experience in all phases of club and non-appropriated fund management, or comparable hotel/restaurant financial management, procurement, and other administrative tasks.
Ability to lead, motivate, train and work effectively with diverse groups is required.
Ability to analyze, explore and adjust workflow to meet program requirements and objectives within available resources.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
