This position is located in the Office of Aviation Safety (OAS), the incumbent manages the Administrative Support Division. This includes oversight of recruitment and human capital planning, OAS budget, and office management controls. The incumbent serves as a consultant/advisor to management and as the office's liaison with NTSB support organizations. The incumbent may provide support for domestic and foreign aviation accident investigation onsite and at other facilities, as required.

Duties

As a Supervisory Administrative Officer, GS-0341-13, you will perform the following major duties: Serves as senior advisor on all administrative, budget, and management issues, providing technical expertise and recommendations for solutions to problems. Supervises staff of subordinate administrative personnel, federal employees and contractors (when required). Manages and oversees people and processes for implementation of Office's administrative programs including those related to human resources, budget, travel, payroll, Quicktime, procurement and contracting, telework, records management, and IT resources. Manages and administers the Office's internal evaluation programs, including those associated with Management Accountability and Controls, Enterprise Risk Management, travel cards, purchase cards, and budget. Serves as the Office's expert and primary interface, internally and externally, on all personnel matters, including performance management and awards, recruitment, workforce and position management, and organizational realignment. Manages and analyzes Office implementation and performance monitoring of policies and procedures related to a variety of mission resource needs. Evaluates, implements, and monitors improvements to administrative processes and workflows to streamline all office operations, including their interface with agency programs for quality and timeliness improvement. Prepares and issues reports on behalf of the Office to CFO, HCT, CIO, the MD, and other Government agencies related to all administrative programs. Maintains Office's human capital and staffing plans; assists hiring managers with recruitment documentation, execution, and status tracking.

Qualifications

Minimum Qualifications: Must have one (1) year of specialized experience (equivalent to at least the GS-12) in the Federal service or equivalent. Specialized experience for this position includes activities such as: 1)managing, developing and evaluating the administrative management functions of an organization; 2) coordinating human resource management operations for a highly technical workforce operating in a non-traditional office setting; 3) serving as a primary advisor to senior managers on the full range of administrative matters; and 4) responding on behalf of a supervisor and organization on technical inquiries related to mission resources, recruitment, work-space and facilities, procurement, and office administrative policies and procedures.
