About the Position: Amry Contracting Command (ACC-APG) located at Aberdeen Proving Ground, Maryland is recruiting for a Human Resources Specialist.
Duties
The major duties of the position include:
Serves as a staff member on the Army Contracting Command human resources team, responsible for providing administrative advice and assistance/support on civilian personnel, recruitment and classification services to managers. Liaisons with assigned Civilian Human Resources Service Centers (CHRSCs) on behalf of management and senior specialists to assist with and track recruitment actions and to understand manager's needs and/or expectations.
Applies knowledge of management analysis techniques and principles to evaluate operating procedures, workflow, forms development and use, administrative controls, reports, manpower, and other administrative matters. Recommends, advises, and assists management in improving these operations.
Maintains internal civilian personnel database in order to track and manage civilian personnel gains and losses, personnel actions, hiring, internal movements, and temporary assignments. Prepares and provides other reports.
Utilizes various databases and web-based systems to initiate recruitment tickets, Requests for Personnel Actions (RPA), help tickets, etc., and provides administrative support in the associated paperwork required for continuance of personnel programs within the Command.
Assists in the studies and analyses of Human Resources Programs.
Assists with the development Staffing guidance in the form of Standard Operating Procedures (SOP), Internal Operation Procedures (IOP) and lead or assist leadership with conducting studies in evaluation the command Recruitment and Placement (RP) program.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower pay band, NH-01 (GS-4 equivalent) in the Federal service or equivalent experience in the private or public sector. General experience must demonstrate the following: 1) Maintaining internal civilian personnel database to manage various areas such as civilian personnel gains and losses, personnel actions, hiring, internal movements and temporary assignments; 2) Utilizing various databases/web-based systems to initiate personnel tickets and 3) Research regulatory guidance and policies.
Substitution of Education for this position may substitute for general experience as follows: Successful completion of a 4-year course of study leading to a bachelor's degree. -OR-- A combination of experience and education as described above that equates to one year of experience.
