This Supervisory Program Analyst (Unit Chief) position is located in the Drug Enforcement Administration (DEA), Intelligence Division, Program Management and Budget Section, Administrative Services Unit (NCMA) in Arlington, VA.
This position(s) primary purpose is to support the Intelligence Division, Program Management and Budget Section. The incumbent oversees policy implementation and performs quality control analysis on program processes and policies.

As a your typical work assignments may include:
Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments.
Analyzes and evaluates the agency wide policy, security, procurement, property management, space management, and records management programs and interprets new legislation or regulations for application. Oversees a variety of administrative duties for NC including, but not limited to arranging for telephones, office maintenance, repairs to broken equipment, and oversight of official government vehicles, etc. Assesses benefits and costs to updating current business processes.
Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives. Advises on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix. Develops life cycle cost analyses of projects as well as performs cost benefit or economic evaluations of current or projected programs.
Liaises with Office of Administration on general ledger reconciliations for all capitalized property programs including but not limited to: administrative personal property, fleet, and real property. Performs analysis on trends, and provides recommendations on program and/or business process changes as necessary. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.
Analyzes management information requirements to develop program reporting systems including the system specifications, data gathering, and analytical techniques and systems evaluation methodology. Coordinates on system development, performs system testing, and conducts system training to include both live demonstrations and written guides.
Reviews administrative audit reports on all NC program areas to determine appropriate changes or corrective action required.
Provides guidance and/or clarification to sections and units in NC. Serves as an expert on records, real property, and personal property management issues and activities. Serves as NCM's primary point of contact for managing security requirements pertaining to contractor personnel clearances.

Qualifications
Applicants must meet the Specialized Experience requirements as noted below. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification.
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent GS-13. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience for this position includes: developing and implementing plans to evaluate high-level programs, conducting program and preparing assessment reports of overall effectiveness and providing sound recommendations that address performance gaps.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
