The position is located at the Bureau of the Fiscal Service, Information & Security Services (ISS), Middleware Division, Production Control Branch, evaluating, integrating and supporting innovative middleware technologies to help customers achieve goals, while effectively maximizing return on resources and providing cost effective methods for all hosting customers.
Duties
As a Lead IT Specialist (SYSADMIN), you will:
- Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
- Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
- Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
- Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.
- Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience as a systems administrator implementing and supporting applications that support the transfer of data and files between nodes/servers/sites/clouds on an enterprise scale IT infrastructure.
Examples of such experience could include:
-Installation, configuration, and administration of enterprise server-based file transfer applications such as IBM, Connect Direct, Progress MOVEit; OR
-Experience configuring and troubleshooting network communications and network protocols such as SSH, SSL, SFTP, and FTPS.; OR
-Experience managing an enterprise file transfer facility, servers, and applications that interface or communicate with hundreds of external clients.; OR
-Experience troubleshooting customer side file transfer and/or network connectivity configurations remotely without access to the clients infrastructure.; OR
-Experience with file transfer and/or network encryption technologies to include encryption ciphers, requesting certificates, installing certificates, and distributing certificates to external customers.; OR
-Experience with IBM Sterling File Gateway (SFG), Secure Proxy (SSP), Control Center (ICC), FTP and FTPS, IBM Connect:Direct.; OR
-Experience with automation of file transfers through scripting technologies and the troubleshooting of these scripts.
AND
In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below:
- Attention to Detail, such as performing the installation, testing, maintenance, and upgrading of equipment and software.
- Customer Service, such as providing technical support of systems.
- Oral Communication, such as communicating with personnel on job related matters, both orally and in writing.
- Problem Solving, such as participating in areas such as incident/problem resolution, project planning and implementations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
