The purpose of this position is to serve as Deputy Director (DEPDIR) within the DoD-Defense Industrial Base (DIB) Collaborative Information Sharing Environment (DCISE). This position serves as a focal point of continuity for the DCISE Director in executing daily operations, performing delegated supervisory responsibilities and leading organizational transformation.
Duties
Acts as the DCISE Director during his/her absence and performs all functions inherent in the position.
Provides leadership in the development of information technology (IT) strategies to support the mission,
vision, objectives, and priorities of DCISE Director.
Applies recognized technical expertise in INFOSEC concepts and methods, and skill in application of
analytical methods unique to this professional specialty to lead team members in identifying the methods
employed by adversaries to launch unauthorized intrusions to the IT assets of DC3 constituencies.
Represents DC3 and DCISE for a variety of DoD, DAF and DIB meetings and conferences.

- The employee may be required to work overtime.
- This position requires the employee to drive a motor vehicle. A valid driver’s license is required.
- This is a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
- It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- The incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted. Failure to receive the proper IA certification may result in removal from this position.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
- This is a Centrally Managed position in the Cyberspace and Information Technology career field.

SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of Information Technology (IT) principles, concepts, and methods. Applying knowledge of information security, counterintelligence and production of analytic products in relation to cyber threats and events. Knowledge of USG, DoD and DAF policies, practices, directives, and other regulatory material concerning architecture, communications and information systems procurement, management, and utilization to ensure full and proper use within DCISE and DC3. Applying comprehensive knowledge of establishing and validating IT requirements, systems acquisition, program implementation procedures, and resource management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of information security, information technology, counterintelligence and production of analytic
products in relation to cyber threats and events.
2. Knowledge of USG, DoD and DAF policies, practices, directives, and other regulatory material concerning
architecture, communications and information systems procurement, management, and utilization to ensure full and
proper use within DCISE and DC3.
3. Ability to plan, organize and direct the functions and staff of an organization to achieve operational objectives
within defined budgets and time frames. Comprehensive knowledge of establishing and validating IT requirements, systems acquisition, program implementation procedures, and resource management.
4. Ability to communicate effectively, both orally and in writing.
5. Experience in application of Information Security (INFOSEC) concepts, practices and tools to the analysis of
attacks on classified/unclassified DIB computer networks, including identification of threat actors, mechanism
employed and targeting patterns.
6. Skill leading subordinates and multi-disciplinary teams toward goal accomplishment
