You will serve as the Head, Threat Assessment Branch, Naval Undersea Research and Threat Analysis Center (NURTAC) responsible for overseeing, managing, and leading intelligence analysis and production of detailed threat assessments for maritime sensitive reconnaissance operations that receive high visibility within the DoD, the U.S. Navy and the Intelligence Community. This position is located in Suitland, MD in the OFFICE OF NAVAL INTELLIGENCE.

Duties

You will apply expert knowledge of the Intelligence Community’s (IC) sources and methods to perform oversight on highly complex all-source analysis on wide-variety of foreign maritime issues impacting collection initiatives. You will ensure full manning and the application of all appropriate retention strategies. You will collaborate with peers and executive-level officials across the IC, DoD, and Navy communities to secure inter-agency and inter-command concurrence on strategic-level analysis that inform decision-making by leadership. You will oversee Special Access Program (SAP) and Controlled Access Program (CAP) physical and personnel security requirements.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-Year DCIPS trial period requirement.
  • Some travel may be required (Within/Outside U.S.)

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Providing technical and administrative supervision to a dynamic group of intelligence professionals providing long-term and time-sensitive threat analysis in support of IC, DoD, and Navy customers; 2) Planning, tasking, monitoring and reviewing in-depth foreign maritime threat assessments, in accordance with DoD and IC regulations, that identifies and evaluates potential risks during execution of maritime collection initiatives; 3) Being responsible for justification, direction, and allocation of resources; planning, directing, assigning, leading, and monitoring work; hiring or selecting employees; managing and appraising employees performance; disciplining employees; resolving employee complaints; and supporting the development of employees.
